Not based on a single standard governance model, but on the specific task, dependencies, and interests of the parties involved.

Who is responsible for what—and what authorities and resources go along with that?
Roles & Interfaces: Who does what, where are the dependencies, and where does collaboration need to be explicitly organized?
Governance & decision-making
Which decisions are made where, by whom, and through which chain of command?
Partners & Commitment
Which parties are truly necessary, and what form of involvement or commitment is appropriate for each?
Incentives & Funding
How do interests, contributions, costs, benefits, and funding align with the desired direction?
Mobilization & Implementation
What decisions and actions are needed to actually put the designed system into operation?
The result is not an organizational chart, but a workable program architecture: clear enough to enable action and flexible enough to allow for change.
A typical design choice
This collaboration requires shared ownership, but a new formal organization would be unnecessarily cumbersome.
The structure could, for example, consist of clear decision-making authority, specific contributions from each party, and a single independent process or program management body—without creating a new layer of governance.

How does it work?
A targeted design process, from diagnosis to actionable agreements and implementation.
1. Diagnosis as a starting point
We begin with an Alignment Scan, an existing analysis, or a clearly formulated design question.
3. Validation with key stakeholders
The options are evaluated in terms of interests, feasibility, mandate, and administrative feasibility.
2. Design Options
We develop several viable options for roles, governance, decision-making, partners, and resources.
4. Implementation & Mobilization
The chosen architecture is translated into concrete agreements, decisions, and next steps.
Strategic Design It can be used on its own or following an Alignment Scan.
When is " Strategic Design " relevant?
A partnership is growing, and the current structure is starting to feel restrictive.
A new strategy requires different roles, mandates, or decision-making.
A consortium or program must move from planning to implementation.
Responsibilities are divided, but ownership is not sufficiently organized.
A pilot program or temporary partnership should become a permanent arrangement.
The current governance structure is too lax, too strict, or simply no longer appropriate.
Strategic Design is especially valuable when it is clear that things need to be organized differently, but it is not yet clear how.

MoVe – Smart Logistics South Holland
Regional collaboration between government agencies and other stakeholders on smart and future-proof logistics. The challenge requires joint implementation, while responsibilities, resources, and mandates lie with individual organizations.
Role: independent process management, prioritization, and strengthening ownership and implementation capacity.
South Holland Inland Port Collaboration
Development of a structural collaboration between the province and municipalities regarding inland ports and waterfront business parks.
Role: structuring the joint initiative and developing a practically feasible administrative framework for roles, governance, decision-making , and a follow-up strategy.
From Design to Movement
Sometimes a new design is all that's needed. Sometimes the next phase also requires temporary independent leadership.
