Context
MultiRELOAD is a Horizon Europe project aimed at accelerating the uptake of innovative intermodal and inland waterway logistics solutions across key European corridors. The project brings together research institutes, ports, logistics operators, infrastructure managers and public authorities, operating across multiple regulatory and operational contexts.
The ambition of the project goes beyond technical innovation: MultiRELOAD explicitly addresses regulatory conditions, stakeholder alignment and real-world implementation.
Client context
European research organisations and public-sector partners within a large, multi-country Horizon Europe consortium.
Strategic regulatory affairs coodinator
I operated at programme level, supporting WP6 as a strategic interface between technical development, regulatory dialogue and external stakeholders. My role was explicitly process- and governance-oriented, without taking over substantive ownership from technical partners.
The challenge
While the project combined strong technical content and ambitious demonstrations, WP6 faced a familiar risk in complex Horizon projects: fragmentation.
Impact, dissemination, regulatory engagement and stakeholder dialogue were distributed across multiple partners, each with their own institutional logic, priorities and timelines. Without clear structure and coordination, WP6 risked becoming a compliance-driven work package rather than a strategic instrument for uptake and policy relevance.
My contribution
I supported the consortium in structuring WP6 as a coherent strategic layer within the overall programme. This included:
- clarifying roles and responsibilities across WP6 partners;
- aligning impact ambitions with the project’s governance and implementation capacity;
- designing and facilitating Regulatory Advisory Board sessions;
- structuring dialogue with public authorities and corridor-level stakeholders;
- translating complex technical progress into policy-relevant narratives;
- safeguarding coherence between project execution and external engagement.
Result
WP6 evolved into a coordinated and credible interface between project execution, regulatory dialogue and stakeholder engagement. The project delivered not only formal dissemination outputs, but also structured and meaningful engagement with regulators and public authorities.
As a result, MultiRELOAD strengthened the conditions for uptake beyond the project lifetime, positioning innovation outcomes within broader corridor and policy discussions rather than as isolated pilots.
As part of this role, I coordinated and contributed to the development of a consolidated project deliverable, translating WP6 activities and stakeholder processes into a structured, policy-relevant report. The document reflects the underlying governance logic, regulatory dialogue and strategic positioning of the project, and serves as a reference for both consortium partners and external stakeholders.
What this illustrates
This case demonstrates how WP6 can function as a strategic instrument rather than a reporting obligation: connecting innovation, governance and implementation, and supporting both evaluation requirements and real-world impact.
